if you find a bullet ( 32 mm) with out it’s shell, just the pink part is the bullet lethal?

i found a bullet in the lobby of a friends place and it was just the bullet. it wasn’t shot out of because there is no sign of impact. it doesn’t have the sheel connected to it. is it ok to keep?
